Since May, some businesses in Guangdong have begun implementing peak-load shifting. The continued high temperatures and robust economic recovery have led to a sharp increase in electricity demand, prompting Guangdong, a major power-consuming province, to proactively address the situation. In response to recent power shortages, various districts in Shunde, Foshan, have implemented policies and measures, offering substantial subsidies to encourage the use of self-generation technologies such as photovoltaics, wind power, and energy storage, ensuring orderly electricity consumption for businesses.
Leliu: Subsidies of up to 300,000 yuan are available for purchasing high-end energy storage equipment.
To encourage enterprises to use electricity in an orderly manner, ensuring that enterprises maintain production and achieve high efficiency, Leliu Subdistrict plans to issue the "Eight Support Measures to Encourage Orderly Electricity Use by Enterprises in Leliu Subdistrict." These measures will allocate targeted fiscal funds. These measures will encourage industrial enterprises above designated size to actively procure their own fuel (or gas) generators and implement independent power generation. Newly purchased generators used for production and operation will receive a one-time subsidy. Enterprises will also be encouraged to purchase equipment using advanced energy storage technologies, with subsidies for individual enterprises capped at 300,000 yuan. Enterprises will also be encouraged to build new photovoltaic power generation equipment and establish a green channel for project approvals to improve the efficiency of these projects.
Daliang: No less than 10 million yuan in fiscal funds will be allocated.
To alleviate the power supply shortage in the area and ensure electricity needs for people's daily lives and economic development, Daliang Subdistrict has issued the "Daliang Subdistrict Office's Work Plan to Encourage Orderly Electricity Use by Industrial Enterprises Above Designated Size." The plan allocates no less than 10 million yuan in fiscal funds to strengthen power supply capacity in the short term, alleviate power supply and demand imbalances, help businesses overcome power shortages, and effectively safeguard the sustained and stable economic development of the region.
Newly purchased or leased generators of 100 kilowatts or larger for production and operation will receive a one-time cash subsidy or rental subsidy; self-generated electricity will receive a fuel subsidy; enterprises actively developing clean energy generation such as photovoltaic and wind power will receive a 10% subsidy based on actual investment; and large commercial users who actively cooperate in energy conservation will be rewarded. Individual enterprises can receive up to 200,000 yuan in subsidies.
Beijiao: An initial 20 million yuan allocation will promote the "Nighttime Production Action Plan."
Beijiao Town has established a leadership group for orderly power consumption management and formulated a work plan. The plan strictly follows a sequence of customer-driven shift work, emergency peak avoidance, unplanned power rationing, and power outages.
Beijiao will promote a "Nighttime Production Action Plan," offering a one-time subsidy of up to 100,000 yuan to industrial enterprises above designated size that actively implement nighttime production. Notably, Beijiao plans to invest 20 million yuan initially, capping individual enterprises at 300,000 yuan, to reward and subsidize energy conservation and green use. Enterprises that provide their own power generation equipment or build new photovoltaic power generation equipment will also receive corresponding incentives.
To provide targeted services, Beijiao will open a communication channel for enterprises on peak-shifting schedules, accurately compile and publish peak-shifting schedules in advance, fully consult with enterprises, and rationally adjust their production schedules to maximize their overall electricity efficiency. Beijiao will also develop tailored peak-shifting and avoidance plans for enterprises with an industrial output value of over 1 billion yuan and safety-related businesses in the town, ensuring that forced power usage is avoided, effectively helping these enterprises rationally coordinate production.
The Beijiao Town Government plans to introduce a series of support measures, as follows:
(I) Promoting the "Nighttime Production Action Plan." A one-time subsidy of up to 100,000 yuan will be offered to industrial enterprises above designated size that actively implement nighttime production.
(2) Encourage enterprises to equip themselves with power generation equipment. Subsidies will be provided to manufacturing enterprises that purchase or lease generators with a certain power capacity or above, based on actual power generation.
(3) Encourage manufacturing enterprises to conserve energy and reduce consumption. Support projects of enterprises that receive special energy conservation funds at the district level or above will be provided with matching subsidies equal to 50% of the amount supported by the higher authorities, with a maximum subsidy of 100,000 yuan per enterprise.
(4) Encourage enterprises to build new photovoltaic power generation equipment. A one-time subsidy of 100,000 yuan will be provided to enterprises with new photovoltaic power generation capacity of 500 kilowatts or more.
(5) Support the coordinated management of industrial parks. Qualified industrial park managers will be encouraged to participate in orderly electricity management and accurately allocate electricity consumption for enterprises within the park. A one-time subsidy of up to 100,000 yuan will be provided to park managers with demonstrable management results.
(6) Encourage businesses to voluntarily stagger electricity consumption. A one-time subsidy of 100,000 yuan will be provided to large-scale commercial complexes, hotels, office buildings, and other large electricity users that voluntarily participate in staggered electricity consumption.
(7) Encourage catering businesses to conserve electricity. Larger catering businesses are encouraged to implement electricity conservation measures. Those with significant results will receive a one-time subsidy of 50,000 yuan.
The initial amount is 20 million yuan, with a maximum of 300,000 yuan per enterprise. Specific measures will be subject to final implementation details.
Penalties:
(1) Enterprises that fail to implement orderly power consumption plans and arbitrarily use grid power for production on weekends will be subject to mandatory power restrictions for several consecutive days.
(2) Power users who fail to implement emergency peak-shaving measures as required will be subject to immediate short-term power outages, their emergency peak-shaving eligibility will be revoked, and they will be required to rotate off-peak hours or use electricity to avoid peak hours.
(3) Enterprises that arbitrarily use grid power will be considered to have violated regulations and will be dealt with in accordance with the relevant provisions of the Electricity Law.
Ronggui: Encouraging the R&D and production of high-end energy storage and other projects
The district has officially released the "Ronggui Subdistrict Green Energy Conservation Initiative" and the "Ronggui Subdistrict Ten Measures to Encourage Orderly Power Use by Enterprises." The "Ronggui Subdistrict Green Energy Conservation Initiative" encourages not only businesses and institutions but also citizens to join the green energy conservation and electricity conservation movement. Ronggui Subdistrict advocates setting indoor air conditioning temperatures no lower than 26°C in summer and promptly shutting down unnecessary air conditioners, lighting, and other electrical equipment during peak hours. According to the requirements, when orderly electricity consumption is initiated, relevant manufacturing enterprises should voluntarily cooperate and participate in orderly electricity consumption.
The "Ronggui Subdistrict Ten Measures to Encourage Orderly Electricity Consumption by Enterprises" provides incentives and subsidies based on both "increasing revenue" and "reducing expenditure." On the one hand, enterprises are encouraged to generate their own electricity, build new photovoltaic power generation equipment, purchase electricity quotas through various channels, and participate in market-based electricity demand response. On the other hand, enterprises are encouraged to "shaving peaks and filling valleys." Large electricity users are encouraged to implement energy-saving measures, utilize cold storage for energy-saving purposes, and implement energy-saving technology upgrades for existing production processes and equipment. It is reported that the Ronggui Subdistrict government plans to allocate 6 million yuan specifically to support orderly electricity consumption by enterprises, with individual enterprises eligible for subsidies of up to 300,000 yuan. The Ronggui Subdistrict Economic Development Office will develop specific application guidelines.
Furthermore, according to the "Ten Measures to Encourage Orderly Electricity Consumption by Enterprises in Ronggui Subdistrict," enterprises whose total electricity consumption exceeded 10 million kWh in the previous year can submit orderly electricity consumption plans to government departments based on their actual electricity usage characteristics. This means that even high-energy-consuming enterprises can propose personalized electricity consumption and conservation plans based on their actual conditions and implement them after consultation with relevant government departments.
The following ten measures are being implemented by Ronggui Subdistrict:
1. Encouraging enterprises to implement self-generation. For dedicated transformer users with an installed generator capacity of 200 kilowatts or more, generating electricity during off-peak hours, subsidies will be provided based on the electricity savings from the previous normal electricity consumption day and the enterprise's contribution to the local economy in the previous year. The monthly subsidy cap for a single enterprise will not exceed 200,000 yuan.
2. Enterprises' self-generated electricity during off-peak hours will be used as a reference for appropriate adjustments to the enterprise's safety load on off-peak days.
3. Enterprises are encouraged to "shaving peaks and filling valleys" by utilizing off-peak hours (based on billing periods) for production. If these off-peak hours are no less than 150,000 kWh per month, a subsidy of 0.1 yuan per kWh will be provided, based on the off-peak electricity consumption of the previous normal day. The monthly subsidy for each enterprise will not exceed 30,000 yuan.
4. Large-scale commercial complexes, hotels, office buildings, and other major electricity users in the tertiary industry are encouraged to implement electricity conservation measures. Those that are implemented and show significant results will be rewarded. The maximum monthly subsidy for each enterprise will not exceed 100,000 yuan.
5. Enterprises are encouraged to build new photovoltaic power generation equipment. For newly installed capacity of 500 kilowatts or more, the subsidy for each enterprise will not exceed 300,000 yuan, depending on the time of grid connection and the actual power generation.
6. Enterprises are encouraged to utilize cold storage methods to achieve energy conservation, including but not limited to ice and water storage. The subsidy for each enterprise will not exceed 300,000 yuan.
7. Enterprises are encouraged to implement energy-saving technologies for existing production processes and equipment, effectively reducing electricity consumption. Subsidies will be provided to enterprises. The subsidy for each enterprise will not exceed 300,000 yuan.
8. Encourage enterprises to engage in the research, development, and production of high-efficiency energy-saving and high-end energy storage projects, and reward approved projects.
9. Enterprises whose total electricity consumption exceeded 10 million kWh in the previous year may submit orderly electricity use plans to government departments based on their actual electricity usage characteristics. Relevant departments will coordinate and implement these plans after comprehensive balancing and confirmation of feasibility.
10. Encourage enterprises to purchase electricity quotas through various channels and participate in market-based electricity demand response programs. Enterprises that have completed the purchase of electricity quotas or won bids for market-based electricity demand response programs may be exempted from or delayed in implementing orderly electricity use.
The enterprises covered by this measure refer to industrial enterprises within the jurisdiction, as well as large tertiary electricity users such as large commercial complexes, hotels, and office buildings. Peak electricity consumption hours are 9:30 AM to 11:30 AM and 2:30 PM to 4:30 PM.
During the implementation period of this measure, the subdistrict government plans to allocate 6 million yuan specifically to support enterprises in encouraging orderly electricity use. Support funds will be allocated on a competitive basis, based on the order of application, on a first-come, first-served basis.
The Subdistrict Economic Development Office is responsible for interpreting this measure and developing specific application guidelines.
This measure will take effect from the date of publication and will be effective during the 2021 orderly electricity consumption period, but will not exceed October 31, 2021.
Longjiang: The maximum monthly subsidy for a single enterprise will not exceed 100,000 yuan.
To address the recent tight electricity supply situation, promote rational and orderly electricity use by businesses, safeguard the post-COVID-19 economic recovery and stable development in the jurisdiction, and ensure the safe and stable operation of the power grid, Longjiang Town has introduced the following nine measures:
1. The Town Party Committee and Government will establish a leadership organization to support orderly electricity use by businesses. This organization will be responsible for implementing the work plan for orderly electricity use by businesses, providing guidance and coordination on resolving major issues related to this work.
2. Full support will be provided to businesses utilizing high-end energy storage technologies, leasing equipment to deliver electricity to businesses, and providing subsidies for approved projects.
3. A green channel will be established for the approval of businesses investing in and constructing photovoltaic power generation equipment, improving the efficiency of photovoltaic power generation project approval services and ensuring expedited processing of special cases.
Fourth, support enterprises to implement self-generation. For dedicated transformer users with an installed generator capacity of 200 kilowatts or more, generating electricity during off-peak hours on non-off-peak days, subsidies will be provided based on the electricity saved on the previous normal electricity consumption day and the enterprise's contribution to the local economy in the previous year. The maximum monthly subsidy for a single enterprise will not exceed 200,000 yuan.
Fifth, the amount of electricity generated by an enterprise during off-peak hours on non-off-peak days will be used as a reference, and appropriate adjustments may be made to the enterprise's security load on off-peak days.
Sixth, support will be provided to high-quality enterprises above designated size and small enterprises in the process of upgrading to designated size. Enterprises with excellent economic indicators (including but not limited to taxable sales and gross industrial output value) may have their security load on off-peak days appropriately increased.
Seventh, support will be provided for enterprises to "peak-shaving and valley-filling." Enterprises will proactively reduce their electricity demand during peak hours and utilize off-peak hours (based on billing periods) for production. If the enterprise fills at least 150,000 kilowatt-hours of off-peak electricity consumption per month, a subsidy of 0.1 yuan per kilowatt-hour will be provided based on the electricity consumption during the off-peak hours on the previous normal electricity consumption day. The monthly subsidy for a single enterprise will not exceed 30,000 yuan.
8. Support large-scale commercial complexes, hotels, office buildings, and other major electricity users in the tertiary industry to implement electricity conservation measures. These measures include, but are not limited to, replacing energy-efficient motors, ice storage, and water storage. Enterprises that implement these measures with significant results and achieve a year-on-year decrease in electricity consumption will be subsidized, with a maximum monthly subsidy of 100,000 yuan per enterprise.
9. Help enterprises reduce production costs by supporting them in purchasing electricity quotas and participating in market-based electricity demand response programs through various channels. Enterprises that have completed the purchase of electricity quotas or won bids for market-based electricity demand response programs may, upon approval by the District Power Supply Bureau, be exempted from or postponed from implementing orderly electricity consumption.
The enterprises covered by these measures refer to industrial enterprises within the jurisdiction, as well as large-scale commercial complexes, hotels, office buildings, and other major electricity users in the tertiary industry. Peak electricity consumption hours are 9:00 AM to 12:00 PM and 2:00 PM to 5:00 PM.
During the implementation period of this measure, the town's fiscal budget will allocate funds specifically to support businesses' orderly electricity use. Competitive support will be allocated on a first-come, first-served basis, based on the order of application. This measure will be implemented on a first-come, first-served basis, with all available funds available. The Longjiang Town Economic Development Office will be responsible for interpreting this measure and developing specific application guidelines. This measure will take effect from the date of publication and will be effective during the 2021 orderly electricity use period, but will not exceed October 31, 2021.
Jun'an: Planned Allocation of 5 Million Yuan in Fiscal Funds
To effectively address the recent tight electricity supply situation, guide businesses to use electricity rationally and orderly, and ensure their production and operations, Jun'an Town has implemented a series of measures, including a planned allocation of 5 million yuan in fiscal funds, to assist businesses in proactively addressing the current electricity demand situation.
1. Formulate a plan for orderly electricity use and establish a Jun'an Town orderly electricity use leadership group to ensure a smooth transition to overall electricity use during the staggered electricity use period.
2. Establish a team of service specialists to conduct outreach to businesses on staggered electricity use and provide dedicated service. 3. Issue a green energy conservation initiative in Jun'an Town, advocating strict conservation by all enterprises, institutions, and citizens to jointly create a favorable electricity consumption environment.
4. Enterprises purchasing or leasing generators of 100 kilowatts or more for production and operation will be provided with appropriate fuel subsidies.
5. Enterprises are encouraged to build new photovoltaic power generation equipment. For newly installed capacity of 500 kilowatts or more, individual subsidies will not exceed 100,000 yuan, depending on the time of grid connection and actual power generation.
6. Enterprises' self-generated electricity during peak hours on off-peak days will be used as a reference and appropriately adjusted to their safety load on off-peak implementation days.
7. Enterprises with a total electricity consumption exceeding 8 million kilowatt-hours in the previous year may submit orderly electricity use plans to government departments based on their actual electricity consumption characteristics. Relevant departments will coordinate and implement these plans after comprehensive balancing and confirmation of feasibility.
8. Enterprises are encouraged to implement energy-saving technological upgrades to existing production processes and equipment. Enterprises that effectively reduce electricity consumption and meet Foshan's fixed asset investment subsidy requirements for technological upgrades will be granted a post-implementation subsidy of 3%-5% of the fixed asset investment amount for the completed technological upgrades.
9. We will fully utilize radio, television, newspapers, and the internet to promote orderly electricity use, strive for understanding, support, and cooperation from all sectors of society, and strengthen public awareness of energy conservation.
10. The implementation of orderly electricity use will be monitored and inspected throughout the town. Violators will be exposed and, depending on the circumstances, administrative measures such as warnings and power restrictions will be implemented. Any impact on power grid security will be subject to legal prosecution and will be denied access to relevant town support policies.
